VA House Caucus
The Virginia Democratic Party is in the midst of a lawsuit regarding the lawfulness of eleven districts they claim were unconstitutionally stuffed with African-American voters. The case centers on whether the use of a 55 percent African-American voting threshold, which lawmakers defended as a way to preserve majority-black districts, amounted to impermissible, race-based gerrymandering. The U.S. Supreme Court just asked the lower court to reexamine the case. If the lower court finds the districts were drawn unconstitutionally they will need to be redrawn and this is a partial path to helping flip the State house. And showing how this could happen, is a path to fundraising dollars for the state caucus which in turn helps fund flippable districts.
The Virginia State House Democratic Caucus is in charge of recruiting, supporting and defending Democratic candidates for the House of Delegates. They are confident that the the lower court will find that the 11 districts in question need to be redrawn. In order to be prepared for this change in 2018 they need to fundraise and in order to fundraise they need to show how map could be redrawn and what that would likely mean for Democrats being able to eventually flip the state house. The TFC team will receive current demographic and partisanship data by zip code from the VA state caucus and will need to produce both a model for how the new map could be drawn based on certain dynamic inputs (mostly demographic) and a visualization of the new map (something like this).
